The 2080Ti is the best option for Microsoft Flight Simulator right now. No other consumer grade card matches its performance, but that performance does come at a steep price. If you are a serious simmer, then that price point may still be acceptable to you. Also, its not like this GPU will only run this one game. It is the best option for pretty much all high-fidelity games out there on PC.
Best mid-range Options
You have two good options in this range depending on whether you like Nvidia or AMD. Both these cards have equivalent performance but there might be price difference because of supply issues.

The 2070 Super is the best Nvidia option in the mid-range price category. It is actually a fine option for most games, but Microsoft Flight Sim will still push it to its limits.
Best Budget/ Entry Level Option

The 1660 Super is the best budget option and probably has low as you should go before the performance starts getting into the unacceptable category. You should be able to play comfortable at medium settings with this card but don’t expect to go to High or Ultra settings. To be honest though, the vast majority of players usually play all these games at medium settings only and often times you cant even tell the difference.

The 1080Ti is probably the best card to come out of Nvidia in years and years. For its price, it delivers stunning performance. Which is why I still recommend it despite its considerable age. It matches the RTX 2080 in performance but just lacks RTX which should not be a deal breaker, especially if you mostly interested in sims like MS Flight Simulator anyway.
